Signal definitions
Degraded
The surface remains usable, but some requests may be slow or incomplete.
Disruption
The surface is partially or fully unavailable to visitors.
Maintenance
Planned work is active and its expected impact has been published.
No data
No reliable public reading exists for the stated interval.
Record states are different
Published, Resolved, and Completed describe the lifecycle of a record. They do not replace service states. An incident record can be Resolved while the current service signal is Operational.

How ambiguity is handled
When evidence is missing or too old to support a reliable claim, the journal uses No data. It does not silently carry Operational forward, and it does not turn editorial review states such as Reviewed or Clear into service availability labels.
